2010 RAV4 dot Key fail to program

Question

I have EVO-ONE-Toy and a T harness.  I get thru the key recognition (10 red flash) but no blue lights. I have checked my CAN high and CAN low multiple times.  Any Suggestions ?  Also have tried with 79.48 and 79.64.  Trying to keep this simple with 3x lock to start.

back checked the connector and no volts :)  Went back to the T-tap connector and the conductor was wrapped around the penetration pin (instead of being "poked").  Always suspect the wiring !  Flashed blue and programming completed no problem.
