Evo-all won't program on a 2005 silverado,

Question

I am working on a 2005 chevrolet silverado 1500, I am installing an evo-all with a cm6200 compustar system.

I can get the blue light to come on and stay on, but when I turn on the ignition the blue light is suppose to go off and the red light is suppose to come on and then flash, in my case the blue light goes out and thats it. what am I doing wrong?  I have followed the instructions for my vehicle which is connection 3, program 3

Firmware on the EVO needs to be 4.06 only. If you have not changed it yet, and have a brand new EVO, you will need to change the firmware.
