Are all vehicles need decryption?

Do i need decryptor issue by using flash link updator2 for all vehicles or just if the guide indicates that?. For example Kia Forte 2014 PTS  with EVO ALL installed.

Only if the guide indcates that dcryptor process must be done....Not all vehicels require dcryptor.
