No foot brake confirmation from EVO ONE or RF antenna when programming RF642W step 4

No foot brake confirmation from EVO ONE or RF antenna when performing step 4 programming RF642W on Hyundai Elantra 2009. Tested foot brake output at 0.02 volts and tapped in to positive foot brake per instructions. Im thinking voltage from car is too low and EVO won't register activated foot brake and this is preventing me from completing programming step 4.

brake is 12V when pressed, 0v when released. Ignition needs to be on to test brake signal on most cars.
